CLEANUP ISSUE 1
This motion passed: Allow members to assign one proxy that can attend meetings as a member of Council and make binding votes in their place when the original Council member is unable to attend a meeting.
If you wish to assign someone as proxy (someone who can attend meetings and vote for you inside meetings when you're not able to make it), please message me and let me know who you would like to be your proxy/backup/sub/second.

CLEANUP ISSUE 2
This motion was sent to committee:
Limit the size of private frequencies during dips in population (with the exact number up for debate).
However, we didn't have quorum at the time, and so it wasn't considered legal to send it to committee. It may seem absurd to have to ask, but we'll need you to vote yes or no to refer this to committee in order to proceed. If it's not referred to committee, it will be considered tabled, and just appear at the next meeting as "unfinished business."

Two player Council members, Exalt and Drosophila, have 10+ days on ?find. We need to replace them if Council is to continue to function. I've asked them to assign a proxy but I don't think we'll hear back. Does anyone have any ideas as to what we should do in this situation? We could run an election but we wouldn't be able to allow people much time to submit for candidacy or to vote.
