I think it was higher at one point, but then lowered due to abuse by the TW Yakuza. (Not related to tj hazuki) It's a 3 person hustle. Two people talk up their competition quite a bit. The third guy gets involved in the conversation and tries to take a side. Maybe during this time, the two are dueling several times, for increasingly larger amounts. (All to be returned, of course. The high amounts just give the competition a feeling of legitimacy.) Obviously it's shown to be a pretty even competition. Meanwhile the 3rd guy tries to get people to take him up on some small bets. Usually this involves letting the mark win one or maybe even two times, enough for it to be convincing that the betting guy is on tilt. ("Winning" dueler can talk a lot of crap to losing dueler and betting conspirator in order to hype it all the more.) Finally the real bet is made, which is for the max amount, or near it. The mark should match the bet if this is done properly. Of course, the duel goes the way it's supposed to, ideally in as convincing a way as possible, with a 4-5 result. The 3 split the winnings.
So the betting amount needs to be small enough that running this very simple hustle is mendokusai, more trouble than it's worth. Maybe around 75K? That would be only 25K in winnings for the scammers, minus about 5-10K for the generally-necessary lure bets that cause the better to go on tilt. So only 15-20K earned, and it probably takes 30 minutes to run, if they can even find a mark. Honestly they'd probably be able to pub and earn more... That might be about right. I'll try putting it at 60K to be conservative and see how that works.
NOTE: I'm detailing this to keep people aware. It's a really old hustle, almost as old as money itself. The few who somehow don't know this happens whenever money is bet are also guaranteed to be the kind of people who would not be able to use this info to run such a hustle themselves.

Jeez, there are endless scams. It's just pubbox. Most people give thousands for free for no reason, and I lose a 50k regularly without noticing. Besides, anybody who loses say 100k and doesn't learn the lesson, deserves to lose more.
It's a game for anyone who wants to play it, not just adults. Not that that's that important a point. There's a balance between liberty and security. And on top of the extra point of security, it'd be a pain for us volunteer slaves/power-tripping sociopaths on staff to deal with mass-scamming. The new limit should be enough to keep it interesting, at least.
Also, I raised the odds ever so slightly in the player's favor on !fruit, because the return wasn't quite good enough. Before, I made it pay out very slightly less by adjusting how often getting a Terr will give you a free play, after increasing the amount possible you could bet, just in case we had some crazy payouts from full-bet Levi jackpots. But it seems to be safe, so odds are a bit better again (once more, via free plays), and that should do something to even out wins/losses long-term. I try to keep it at about a 49.5% return rate, which is much better than any casino slot. And unlike casino slots it doesn't use a payout table, so technically you could get Levi jackpot with every play. Technically.
