This has been in place for a little while now. If a staff member does a !tell command, the bot gives you the message and the name of the person who sent you the message so that you can message them directly if you need more information or have any other questions.

In this case, M_M God did a !tell to notify you that the bot will be started shortly. Robohelp gave you the message and told you who sent it.

Well I've done like 15+ help calls to get the bot started in the past 2 months, and that's the first time I ever saw that.

In the case of requests to start base, it is usually done without a !tell. In this case, M_M used !tell onit.

Sort of staff only, sort of not. Staff can also do something like
"!tell dimboy:google sphonk porn"
