Get/Open SSME from umm subspacedownloads.com open it, go to new, and then File -> Import tileset and select the newtown.lvl which u downloaded wiv the starter pack thing, you can either count the boxes to create 40x40 or create abox wiv the tool as it shows the box length in the bottom corner then your set.

the sirens are animated tiles/doors, the flag dont need much explainign and the thinw ooden thing is a walk under/over

also, the wooden "wall" out front actually a door. Ships can fly through it. They ought to tell you that the entire bottom row of tiles in the tile set is fly-through... and the rest are not.
