The 1-2-3 limit is a little too strict, because that doesn't leave any room for the true accidents, repelled bombs, etc etc. You should set the limits at a higher number. 4-5-6 or maybe even 5-6-7 would be a good limit.
Besides, having the bot track TKs opens up a whole different can of worms. What kind of time limit is there going to be? When does a certain amount of TKs "expire" for that player? If one guy has 3 teamkills in 5 minutes, and another guy has 3 teamkills in an hour, they would both get banned per your criteria. Does leaving and re-entering the arena erase their TK total? If so, then someone could TK twice, leave, come back, TK two more times, leave, come back, etc etc. By the same token, if the number of TKs spans sessions, then someone could get banned for TKs they didn't even make during the current session.
It would be too flawed, IMO. The bot is unable to determine intent; that's why we have staff to determine the accidental TKs from the intentional TKs. Allowing the bot to play God would make the game less fun for everyone.
