Aliased Guy Using the N-Word in Pub

There is a guy with 1000 aliases in pub. A few of them are:

Oillllllll
HELLO KITTY -.-
KING B0B

This guy has dropped the n-word dozens of times in the past 2 days yet nothing happens. On the first day, I reported him several times because he just kept saying it with literally nothing being done. Eventually spookedone came in and warned me for abusing the ?report function. Tonight he comes in and uses the word several times and literally nothing happened again. He was typing throughout with zero repercussions. How is he not permabanned/permasilenced? Is spooked a fan of the word? Should take 5 seconds to look at chat logs and resolve this.
