I had a bit same kind of problem once, the fan of the graphics card was broken.

Edit: tho you couldn't see it in screenshots..

I have the exact same problem with my radeon 9700 pro. I tried reseating the card and rolling back the drivers but with no luck.

In the end I used Rage3D tweak to reduce the core and memory clock speed of my card from the stock speed, which seemed to cure the effect.

I think it's either the video memory on its way out, or possibly the card overheating (despite me putting a huge cooler on it).

well my I have Dell's computer and computer is cool. even computer been off over one day but still it continues. btw system restore didn't help

lol i fixed it!

All I needed was a 50cm of rope and few pieces of tape...
I tightened my 3d card with them and now it seems it's working.

i bought the 9600 but the back always seems to rise up so i just losen the screw and now it sits nice in there
