Stupid question! .gif

Trying to adjust the size of a .gif I'd like to use on the boards, what program should I do this or what special steps should I take. As of now all I'm getting when I adjust the size of it is simply one frame and no animation. Thank you.

Are you stupid like that you don't know how to use ie. Paint Shop Pro and resize a picture? Okies, take that as a joke, don't care about me. Simply: there are no way to resize an image in vBulletin Board.

Sigh, there is the most simply way to download Adobe Photo Shop or some other program like that.

Its a .gif I want to use for my avatar actually, I have photoshop but whenever I use it resize it is no longer animated. Maybe I am just doing it wrong, if someone would be willing to post the process using ps6, I would appreciate it. Thanks.
