i have constant and huge S2C. I live in the bay area, California. Is there ANYTHING I can do about this, as it is preventing me from playing in arenas with strict lag control (twd) as well as those with less strict lag control (pub).

I'm going to assume you're on cable. Just about the only thing you can do is contact your ISP and see if you can be moved to another switch/node. Cable connections are shared, and there's one switch/node per x number of houses. Usually switches/nodes are located every so many blocks in urban/suburban areas. Anyway, if your particular switch/node is overly crowded, it'll fuck you in the ass when it comes to online gaming.jasonofabitch loves!!!!

this probly has nothing to do with your problem, but when I had incredible ploss it was because my friends mom (a psychopath that hates me with a passion for no reason) messed around with our phone line and internet connection on the side of the house. if you've tried everything else, it's worth a try.
