Most common reason that I heard is that players get annoyed by public chatter and won't toggle the chat off because they want to read their chat's or team chat. ?nopubchat is usually forgotten in that discussion.

Just for the sake of extra rule enforcement + punishment I would vote to just remove the entire option. But if the players want it / like it, then why not

I think blueout should stay, it prevents spectators spamming, as well as players spamming. It also means less abuse-related ?help calls for staff to deal with, so staff can actually spend their time doing something productive for the zone other than having to deal with players that could so happen to whine about anything possible.
