If we played thousands of games, the top ten squads wouldn't be separated by less than 100 points. And the number 10 squad wouldn't be 53 points away from a squad that's never played before. (I'm talking about the basing ladder.)
The ladder settling does not just mean that the teams are in the right order, but that the scores have spread out enough that craziness doesn't happen too often. In Chess, an average player is around 1500, a grandmaster is above 2500. I'm sure other ELO systems are similar.
EDIT: There is the possibility that the difference in skill between squads really isn't that great and the ladder is just reflecting that. But I don't think that's true of the top squads.
