The random damage is such an important factor in the game that you'd totally change the game if you go for fixed damage.
In a basegame using randomness of dmg is a skill too, if your bullets don't do enough damage you have to be fast enough to shoot another. To say fixed damage = more skill is just ignorant.
Duels and basing are totally different in the matter of how you think. Dueling is a matter of predicting each others moves and counter. Fixed damage just add to skillevel here since the one who's better tactically should win and no randomness should be allowed.
Basing on the other hand (as I see it) is to have an eye for the flow (of bullets and positions of ships). If you master the flow, random isn't a negative thing, just something good since it add complexity in an already chaotic game.
Well seems like the mood is set.
It might keep some people from whining. Some people seem to think that every 2 or 3 hits should kill someone, and when they don't die.. they lag.
But since I don't care about that, don't change it.

as its a formula that is in the .cfg file for the .LVL or zone... and Louis pointed out, you can only specify the max on the random....
why is it a guy pinging 30-60 eats shots? against another player with less the 80ms?
not lag.....probably random
now someone that has like 150-200 ping? pretty good chance that might be lag hehe
for any lag to be a factor, the ship would have to be moving..... so if a ship is not moving, and eats.... cant be lag..... it would be far more likely to be the effect of random
