I had requested the rules to be updated on the main website since last year, but alas no one has stepped up to do the simple copy paste work. I hope you do realize that according to the website Guero would also be ineligible as the soft lock would take effect after last match of Round 3, thus even then the right move would be to allow him back on his old roster as otherwise everyone would have the right to request a squad move. You can't show favoritism towards one player the decision affects everyone. It is similar to how we do not allow name changes without a waiting period as there would be too many people requesting for their names to be changed and that is honestly a real hassle to fix.
now as for your second suggestion of allowing players currently on non-TWL rosters to join and compete on other squads .. well, it's a fine suggestion and there's almost no harm in taking that path. There are still teams out there that could use additional depth to help their rosters compete on a higher level. I had made a similar suggestion for last season where bottom-tier teams, who were struggling at the time, would get to recruit new players to their roster without punishment to allow them to compete on a higher level after the hard locks. Unfortunately the top tier teams did not like that idea at all even though it would have increased the overall competition, claiming it would "ruin the integrity of the league" while sitting on their overly stacked rosters.
