Maybe not so hard that they are unnegotiable, but your engine whines and struggles to make it up hills. I have a few photos, but they really don't give a good example of how steep it really is there.
You may recongnize the first pic as the "crookedest street in the world" from San Fierro, and the second one is a steep hill, but it's really not one of the steeper ones, this one is pretty average compared to some of the more extreme ones.
