Seeing as only about 90% maximum of the provisional ballots available will be valid, this really is over. The exact number of provisional ballots, though, is up in the air.
One thing that I ignored in this thread is the Congressional races. This one really folded like a house of cards for the Democrats. Republicans have picked up a number of Senate and House seats across the country, and Bush's second term will give him a majority (though not a huge Senate majority) in both houses.

Kerry's speech has been pushed back to noon.
Some tiny ruckus is being raised about the disparity between exit poll results (which favoured Kerry, weirdly enough, in Ohio and Florida) and vote counts. Some early hypotheses on the Florida scenario.
Bush gained a large portion of the Hispanic vote (discussed earlier in this thread), buoyed especially by Mel Martinez (Senate-R) who also won his election last night by 2 points. Bush also won a lot of votes in the Panhandle that he didn't get when he faced Gore among white privileged voters. I'm not sure of the reasons; perhaps terror or "moral issues" (the most popular reason for voting one candidate or the other this election, at 22%; 80% of those who cited it as their primary reason went Bush).

I don't think anyone doubts that this election is more or less wrapped up, but by the same token citing the number of counties that went for each candidate is misleading. As in tons of other Midwestern states, including the ones that went for Kerry, the urban centers are only located in a few counties and the large number of remaining counties are all relatively rural. Urban centers, as we know, are the hotspots of liberalism and Democratic voting.
The thing about Kerry's speech today is that he cannot concede; Edwards's speech already confirmed the fact that he hasn't forgotten that he made a host of promises on the campaign trail to get all the votes in the country counted.
