The federal Govn. would effect how much money could go towards these kind of issues but the final responsibility rests with the state, they're the ones who decide if projects get funding or not.
There were two days before it hit the golf coast and it was known New Orleans was going to be the general target. Evacuating people would also be the job of the state and they forced many people out but some stayed and some didn't have the fucking gas money to leave..
What should have happened is the National Guard troops should be there for security and maintaining order and restoring infrasture/aid while the Army goes in with everything to try to rescue people, which is how it's playing out now. All of this shouldn't have happened 1 week after, a lot of people are going to start dying soon.
The right could care less about black people or any minority but it's more of a class issue here.Comment
