if im not gonna be broke over it, id buy something like a Ford Escort RS Cosworth, but if i dont have the money to keep that going id probably opt for one of the following:

For something inbetween "performance" and affordability id go for:

You're obviously european.. something like an S3 wouldn't even be an option here mostly because we don't have it yet, but also because it'll have to be pretty damn old before it'll fit into the 18k category.

Well I live in Europe (Finland) and it'll have to be pretty damn old here too before it would fit into 18k category.
I checked fast and found 7 S3's: 4x '99 ~27k€ (~$32k) and 3x '00 ~29,5k€ (~$35k).
