Bloody good idea, but it'd create few problems also.
There are public chats open to everyone, like zone chats (well, these are easy to cover) and Finland's chat (and i bet every country has it's own chat). Now what if someone takes over these chats, and refuses to allow any invitations?
You make a new chat. Then someone takes that over and refuses to invite people. You make a new chat. Merry-go-around
