seeing in color requires chemicals in your cones (color seeing parts of your eye) when these same chemicals are used over a period of time the body must compensate by using the opposite chemical.

You can't see in colour with your peripheral vision - your brain merely fills in the colour by what it has already seen. So, while focusing the only sensors that can render colour on a black dot you trick your brain into seeing in colour when there is none there at all.

The first half of that statement is true, rods are used for your peripheral vision and don't process color information, great. But the second sentence is complete bullshit. It's just an afterimage effect from oversaturating to certain colors, like ignominy said. You could focus on a pink bunny in the center and have the same effect.

The second sentence was saying the exact same thing as the first. I think you misunderstood what I was saying and thought that the emphasis was on the black dot. It is indeed your brain that fills in the colour details and that is all I was saying.

Ill-timed force will be ineffective; act with precision; timing is everything. Knowing where and when to strike is more important than strength; misapplied ability is disability. Unreasonable or undue force will defeat itself

Your brain filling in colors at the periphery has absolutely nothing to do with this optical illusion though. It's just irrelevant information. Which is why I assummed you were trying to make some strange claim about staring at a black dot
