If you two are normally cool and she usually at least listens to what you have to say, then you should just tell her that you're worried about her getting herself hurt and you don't want her to end up doing something stupid when she's drunk. Also tell her to call you no matter what time of day or night it is if she's at a party drunk, or is about to get a ride home drunk. Let her know that no matter where she is or what time it is, you'll be willing to drive out and get her home yourself, rather than her risking her life driving drunk or riding with a drunk driver. Trust is a major issue with teenagers and if she thinks you just going to run to your parents then she will simply clam up and won't tell you anything at all.
At that age teenagers want to feel like adults more than anything, make sure to let her know that you aren't going to run to mommy and daddy; she can make her own choices but you are still her older brother and don't wish to see anything bad happen to her; that if she wants to drink then she needs to trust you when it comes to realizing how dangerous drinking is at a young age, and how dangerous it is when you don't know your limits or involve cars.My father in law was telling me over Thanksgiving about this amazing bartender at some bar he frequented who could shake a martini and fill it to the rim with no leftovers and he thought it was the coolest thing he'd ever seen. I then proceeded to his home bar and made four martinis in one shaker with unfamiliar glassware and a non standard shaker and did the same thing. From that moment forward I knew he had no compunction about my cock ever being in his daughter's mouth.

Don't tell your parents unless she's actually doing something bad. As long as her friends are all about her age and all you've seen her doing is drink with people and then crash, I don't really think it's any of your business. Whenever she drinks, specially in such heavy amounts, it will physically harm her, and do much damage as she is still growing until about 18 years old. As well, if you have any sensibility, handle it like you would handle your own kids if the situation was reversed. As, if you don't tell your parents what happened, then your kids will never tell you whenever something big happens, and you might end up with a dead kid wondering how did this happen. Basically ignore Blueblaze or you will lose the opportunity to help her down the road when she closes off to you. Make sure you stress that you aren't saying she isn't allowed to have any, just that you want her to be safe so nothing bad happens. She will be drinking in less sheltered situations at some point and it is best that she be prepared and familiar with it by then.

I may be one of the few who do understand. As well, if you love someone, you will do anything in your power to help them, even if it means being hurt by them or by a situation. its normal to experiment at that age. i drank younger but are age limit is 18 here.
if i was you and i was worried, i'd meet them and buy them some beer for the amount of people they have that will get them just tipsy. if your open an honest like that then there is less chance off them stealing some spirits and going way to far cuase they don't know their limits and choking on their own vomit.
