I would say it's not an MMO because of the fact that it's room based, not town based. In Hellgate, like Guild Wars, you meet in towns or gathering areas, walking around, communicating, forming a party, then leaving out to adventure.
In Diablo 2 it was mainly you go onto a chat say "go dameon1:asdf".
Same thing in essence, and was probably the equivalent of that then. But today, no, not in the style of a modern MMORPG.
And don't you dare say "Since Diablo 2 isn't an MMORPG, then this isn't an MMORPG", because these are two very different games with common ground in the place they started ..... and demons. No getting around this, Hellgate: London is MMORPG, just cleverly disguised, to try to get people to pay more money into it.
If they had the balls to open up and say so, it woulda been better, instead of using crafty wording with the word "Free".
