In a school I worked at last year, a female student was raped on school grounds walking to the bathroom from one of the portables. After that, they instituted a policy of allowing female students to request to go with a friend a la buddy system.

Granted, safety isn't always the main concern in what you're describing, but in some areas it is a valid reason.
