The point is that unless the 'lag cheat' determination can be made with a very high level of confidence, and that all other variables can be eliminated, banning someone for ‘lag cheat’ is wrong.

What does "high level of cofidence" mean? Video logs of their computer screen? Testimony of 2-3 witnesses? If I was a mod and someone with a history of cheating is terr and conveniently lags into base or some joeblo does it a couple of times, I'd ban them.

Anyway, this guy's problem is his IP is banned, right? Can't he ask to be able to play since it was his brother? (Instead of threatening to leave the game? Heh.)
