I remember when Qan designed a system for administering changes within Trench Wars (which I added some input and lobbying to help Qan out). Our system was one level of complexity simpler as there was no need for a community council, but rather anyone could submit changes as they saw fit.
Some of you may remember it, as the Trench Wars Proposal System, where anyone could submit proposals to change Trench Wars, and then it would be voted on and ratified by smods. The only catch was that the proposals actually needed to be somewhat thought out, and we'd weed out all the pointless proposals that wouldn't work at all.
There were three eventual problems with our idea:
1) Getting SMods to actually vote. Even though SMods are pretty active, they are still not active enough or caring enough to read through proposals no matter how well thought out they are and to actually vote. The only way anything was ever voted on was only after ridiculous amount of bugging by Qan and I (as I actually liked the system, I helped bug people).
2) The general community really doesn't have that many great ideas to contribute anyway. I'm saying this as someone who was always very optimistic about such things. I had wanted to make a democratic system to run TWL eons ago but never had the time to run it. Then later when Qan designed his TWPS, I helped him tweak it and helped convince the SMods to ratify the idea because I truly believed that player input would lead to many great things.
The funniest thing about the system was that we found out that while there may be a lot of 'ideas' out there, most of them are pretty random and ultimately pretty stupid. Most ideas that people had did not actually work in real life, or were strange suggestions which someone would think was a great idea but really it would be hard to convince anyone else of it's merits (i.e. I'm making this up but something like, "let's change the default bullet colour to pink!").
The most important thing though that we found out was that even when given the chance to change the zone for the better, VERY FEW people ever even bothered to submit ANY ideas.
3) Upper staff and hard working people involvement is crucial. It's good news that P_L himself has proposed this idea at least we know it enjoys Sysop support. But does it really have much support? I will elaborate. For instance, someone proposes to create a new event, who will make it? Or if someone wants to create a new league, who will run it? Or if someone wants to change settings for arenas or change pub maps, who will make these maps, who will test the settings to make sure they work and don't piss off the community? If someone wants to change how something is run, which is the current domain of some smod or group of smods (i.e. TWL), will these changes actually happen? Will those smods just sort of put it off if they don't think it's a good idea?
The thing is, people who actually have the motivation to change things in the zone are generally already on staff and already contributing.
So in the end I don't know how much this new 'Trench Wars Government' will actually change things, nor if it will actually even work. I predict a lot of problems with actually creating meetings that people will attend, ensuring that quorum is met for actual votes to proceed, finding enough good ideas to implement, and actually having the right people who have time to implement these ideas in the end.

so there hasn't been any staff response or update to this in 4 or 5 days
is that an indicator of how quickly bills will go up/ changes be discussed and implemented, or has the idea just floundered?My father in law was telling me over Thanksgiving about this amazing bartender at some bar he frequented who could shake a martini and fill it to the rim with no leftovers and he thought it was the coolest thing he'd ever seen. I then proceeded to his home bar and made four martinis in one shaker with unfamiliar glassware and a non standard shaker and did the same thing. From that moment forward I knew he had no compunction about my cock ever being in his daughter's mouth.

Good people for it would be Kontrolz, Pressure Drop, Jeenyuss, Liquid Blue, Mootland, some others... People I've seen both playing in pub and posting in the interest of pub here on the forum, and who have played for a long time.
Let's use the pub committee as the guinea pig, and if it works there, spread it to the other arenas. They could pick a few things to work on, test them independently on a temporary basis, get feedback from the players via poll bot, then decide whether or not to implement those changes long-term. It's easy. Let's do it now.

I guess for starters it would be best to compile a list of what a general consensus doesn't like about pub, then take a look and see how and what we can change to improve these things.
