It's not "ran" by any zone, but most of the voting takes place by terrible MG players who submit terrible MG quotes. It was worse before IP checking was instituted, a lot of the age-old quality quotes were mass downvoted to be replaced by bad inside jokes that maybe 4 or 5 people understood.
