Detecting cheats isn't really something you can leave to a bot.
There are only a few simple tests that a bot can take care of automatically. I think the client now has the capability to send a hash (think verification code) of the in-memory ship settings to help detect simple applications of CE like speed/hitbox hacks, so a bot could handle this. Someone proficient with a debugger/CE can still circumvent this with a bit more effort, but those methods are undetectable by a bot.
Lag hacks are impossible for a bot to detect with 100% certainty. At best you can try to implement lag limits so that even if people are using lag hacks the impact will be reduced to whatever level has been deemed acceptable. Ideally the best a lag hack could do within the lag limit constraints is reproduce the effect of aussie/brazilian lag or what have you. The problem, however, is that specifying effective lag limits is something of a black art, as you need extensive knowledge of network communications and the internal workings of the continuum client to know how to isolate the conditions that result in disproportionate amounts of eating/lag warping etc. There are a few methods that can give you jerky/jumpy movement without appreciably increasing latency and giving no increase in ploss at all, so simple ploss/latency limits aren't effective. Also, the continuum client's particular implementation of linear interpolation/prediction makes it so that greater latency doesn't necessarily mean more lag artifacts such as eating/jumping, depending on other conditions affecting the connection, so simple limits will make twl unplayable for many people who should be able to participate. Coming up with good lag limits isn't really something you can just throw people/time at and expect steady progress, so I wouldn't be terribly surprised if the delays are on account of this issue alone, as the limits currently in use for twd are largely considered inadequate for ensuring a legitimate twl season.
In the end, most of the cheat detection has to be done by people in spec, as bots are only capable of dealing with very specific classes of cheats.

TWL News Update
This was discussed at the last staff meeting and Pure_Luck has approved the message:
TWL is looking to be starting in January, meaning a reset would be scheduled probably at the end of November. TWSD will not be added to TWL this upcoming season. Also the decision for 4 or 5 spider limit will be decided before the reset in TWD. TWL Ops will talk with captains of squads who are leading to be in TWL to decide it.

This is out of date by now, and obviously none of the information applies anymore, but this is to show that TWL had been somewhat planned for January. But as it said, it was "looking" to be starting in January, meaning that it wasn't set in stone.
