I blame the media. People get a twisted view of how a place is through the media, and who's in the media more than us?
My brother has been in japan for 6 years. He follows what's going on in the US through news sites and tv news. When he came to visit me for the holidays, he was surprised that people didn't order "Freedom Fries". He was also amazed at how friendly everyone was. He was out of the country for 6 years and his perception of the states changed so much that he expected everyone to be cold or confrontational.
I also think that if you visit a place and you find that you don't like the people, you might want to consider that maybe it's not them, but you. In general, you'll get back the attitude that you give off, no matter where you go.
