That's like asking why slapping a seven year old boy is worse then slapping a 25 year old man. Not only are you committing robbery, but you're doing it to a much more defenseless person. Blindness or old age makes them a much more vulnerable target to robbers, so increasing the penalty for going for the weaker persons can act as a deterrant, and potentially make criminals more likely to focus on people who aren't as vulerable, which in turns has a more chance of failure or the criminal getting caught.
