The deal is that Bill Clinton is (or used to be) respected worldwide; his administration was prepared to cooperate with the world and neighbouring countries and appeared to be genuinely interested in the myth called 'world peace'. The Bush administration is isolationalist and has disregard for many international treaties and agreements and is looking for conflicts. It may be good for the US as a country, but you can't expect foreigners to like Bush for that.

Cause every other country (the UN) sure does honor their treaties and agreements!
