I live in Mississauga, I've also lived in Oakville, Georgetown, Brampton and many other places around Toronto and no if I walk through the streets of any of these cities I NEVER hear anyone speaking French, there might be schools or institutions that have French courses such as U of T but they are more geared towards teaching you 'real French'.
I understand what a dialect is, I also understand that if a language is completely different than it's originator that it can become almost impossible for a person who speaks the 'real' language to understand what the person is talking about. Like you said we can modify our language when we go to France. Dialect has primarily to do with accents, the language is spoken and taught different, it warrants enough cause in my own head to be completely different from what's spoken in France.
If you knew anything about me you'd know I don't care just about money, I think it's important when it comes to how we spend it as a country.
Basically you've dropped a bunch of wikipedia pages to support your theory that there is no English speaking individuals inside Quebec, that is of course unless they recently immigrated, right?
