Why you just don't make a new gallery page with PHP and MySQL, make there a user login system and let all poeple to upload pictures of themself. Make a picture count limit to 5 pics per user or something. Make 10-30 active gallery admins (TW staff people) witch have an access to remove illegal pictures from other people etc.
