This would make me think that the bots would have to be programmed to remember teams after a match is done so you avoid double-teaming. A lot of work would definately have to be put into this tournament, but it's pheasable.

i posted a summary on the current basingsquads a few weeks back. It included 16 squads which I think are all capable for providing 8 players for a tournament. So if you want to do this with squads it would be easier to arrange, but with less chances on an upset. The winner would be or Diso, or wr, or Pallies.
A draf-tournament would be a lot harder to organise since there would be no squad-ties to make sure the team is organised and guaranteed to show for each game. This formula would be a lot more unpredictable though. new captains (I would vote for picking 8 caps, who arent captain in their squad), new teams. Even though some teams would have more individual talent, they might just loose cause the other teams cap was more competent in picking complementary players.
conclusion is that a squadbased tournament would be nothing new. Doesn't mean it cant be fun though! As i mentioned earlier we have 16 capable basingsquads!! We could organise a 4 round tournament for everyone to enjoy, without going through too much trouble setting it up. Deciding who vs. who would be done randomly. Maybe divide into two groups of 8 squads and let the winners face eachother? Challenging and times would be arranged by squadcaptains. On the agreed time they'd meet in one of the arenas made for us and all they'd have to do is call in a staffmember to start up the bot. Similar to privbasing, the squadcaps being assigned captains.
The more I think of it the more I'm convinced that it would be pretty hard to organise a draft-based tournament for basing. The problems that would rise with apointing the caps, drafting all the available players in a fair and unbiased way,... The big advantage of squads is that they're already organised and are 100% sure to deliver an 8 man team. There are just soo many things that need to be well thought about when organising a draft league.. (alt-nicks, elegability, removing/adding players,...) To be honest I don't think we can pull it off before the new leagues start. A draft system would require 2 or 3 people who r prepared to put a lot of time into organising it.
So turns out I vote squadbased tournament even though when i started typing I wanted a drafting system.

Given it is true that a squad-based tournament would have a predictable winner. But there's also the variable that, how many of these squads have actually played 4 or 5 base matches in a row? That could be a determining factor.
For preperation's sake, a squad based tourny would be a lot easier. But as warportal pointed out, with draft teams, anything can happen, and personally, I like not knowing who might come out on top before a match begins. I would like to see a draft tournament take place, no matter how much preperation is involved. The people working on it would just have to be patient, and have the proper powers, and they could get through it.
PS, Suppose we did the draft tournament, but we encourage people to make up a squad solely for the tournament, which would make preperation a lot easier.
i propose we go with my idea: squads will have the first dibs. we sign up as many squads as want to participate (up to 8), and if we only get... say... 6, we can fill the rest of the spots with a drafty style format, with COMPETANT captains. that work?

however if we were to do a draft thingy i was thinking:
if someone figured out some sort of player-database-website-signup thingy perhaps people that are interested in playing in the draft tourney could sign up and vote for caps. Then the caps could pick teams of 9 (1 alternate or something) say... a week beforehand?
then they could have a week or so to play together and then it would be tourney time
i guess we could do this every month too... picking new caps and teams

A basing tournament with drafted teams of...lets say 10 (with 2 subs) would be a lot of fun. If needed, I would help organize it in whatever way possible.
