I don't blame the people who volunteer to do things like run a league but it is easy to pretend that this is the problem. As the zone slowly declines it loses more than just population; it loses the resources which it needs to keep it running. It is not like any of this stuff runs by itself, for various reasons everything (pub, leagues, events, etc.) in TW takes a lot of man-power to keep them working properly. The zone has gotten more complex, but it certainly hasn't gotten any easier to manage or run. We have a zone full of half-baked shit with all kinds of issues in each feature. Add to that the fact that we also have a large group of players who will exploit any/every thing they can find and you end up with even more problems.
At some point it might be worth rethinking the approach of constantly adding more stuff when we can't even run the stuff we have correctly. Identify the features the zone really wants to build on moving forward, fix them, find (bring back) the right people to run them, resist adding more new leagues, and consider cutting back some stuff like TWLM, etc.
