Anyone who's read the original TMNT comic books knows that they were not aimed at children.
I think the problem here is that we are loosely applying labels to various genres without any thought to what the words actually mean. For example, one side is criticising Neodis for classifying cartoons and anime as two different things (and rightly so) and yet they are also wrongly lumping anime together with Hentai. Anime can be directed towards adults and children. And when I say to adults, I don't necessarily mean hentai. I wouldn't consider Ninja Scroll to be a movie directed towards children, and yet I wouldn't say it is hentai either. And western cartoons can be for adults and children as well. Though it is partially animated, partially live-action, I consider Cool World to be an animated cartoon movie, though I wouldn't say it is appropriate for children either.
