The Council on Foreign Relations looks like a pretty bad organization and that's from reading just a tiny bit about it. Just for future reference Heaven sites like this: http://www.councilonforeignrelations.net/ DO NOT convince people towards your point of view. It only shows your inability to discern between good material that is well sourced and researched, and bad material that is clearly full of shit.
