i can't tell you for 100% since i can't check the numbers, but i remember asking qan about it several times and he said Z class would have a higher maximum engergy and recharge than the other ships. I don't remember if you need certain ranks to unlock new upgrades of recharge and energy on a Z class (i dont' have one atm) but i know the ceiling is higher (i imagine you can upgrade sooner than any other class too)

yes, i think so. i know the z class is higher than all the others as far as max nrg/chg. Different classes progress differently, but whether or not they all max out at the same level (just sooner or later) i don't know. I think two problems could be solved by doing one thing: increasing the player limit. The queue would not be abused as much, people would get more playing time and the game would be more competitive. You need 2 terrs and 2 sharks to be competitive but that is out of only 12 people, sometimes 11. It's unlikely both teams will have an even number of sharks and terrs. But if you up the player limit the people who terr the most will not be specced and therefore causing very unbalanced teams, and simply having more players puts less pressure on the need for support ships as they make up a smaller percentage of your overall team.
Last game I played I had to switch between my most effective ship my lanc, and be the only shark to clear mines, and be the only weasel to get the flag when they blocked it. I was constantly changing ships depending on the situation, and it was the only thing that kept us from losing quicker than we ultimately did. Increasing the player limit is long overdue.
